Certificate of Municipal Leadership
When submitting an online CML credit request, please note that a maximum of 5 CML credits may be accrued per day for on-demand eLearnings.
City elected officials are eligible to begin earning credits toward their Certificate of Municipal Leadership (CML) once they are elected or have taken office. A minimum of 30 CML credits, including at least one training in each of the five competency areas, are required to earn a CML. Three of the five competency areas have a specific training that is required as a part of achieving the total credits needed.
Legal requirements, roles and responsibilities, and ethics (Legal)
This competency area focuses on elected official roles and responsibilities, legal issues and ethics, meeting management, open government, employee and labor relations, and risk management.
Along with any other credits achieved in this competency area, one of the following courses is required:
Budgeting and financial management (Budget)
This competency area focuses on budgeting, revenues and expenditures, taxes and fees, investments, and forecasting.
Along with any other credits achieved in this competency area, one of the following courses is required:
Infrastructure, transportation, and land use (Land use)
This competency area focuses on land use, infrastructure, zoning, annexation, and technology.
Along with any other credits achieved in this competency area, one of the following courses is required:
Building safe, healthy, and thriving communities (Community)
This competency area focuses on public safety, economic development, emergency management, human services, and arts and culture.
A specific training is not required for this competency area; elected officials may select any of the offerings tagged as Community.
Effective local leadership (Leadership)
This competency area focuses on leadership development, interpersonal and communication skills, community outreach, and ways to build more inclusive and welcoming communities.
A specific training is not required for this competency area; elected officials may select any of the offerings tagged as Leadership.
