UW Livable City Year seeks a 2019-20 municipal partner

The University of Washington’s Livable City Year (LCY) program is hosting a webinar for communities interested in learning about the Livable City Year partnership and the proposal process. LCY connects UW faculty and students with a municipal partner to work on city-identified projects fostering livability and sustainability. Municipal partners benefit from tens of thousands of hours of research and study by UW students and faculty members across a variety of disciplines. Proposals are due February 1.

CERB increases construction funding limits
The Community Economic Revitalization Board (CERB) increased their per-project construction funding limits through the end of the 2017-2019 biennium. CERB is now offering $3 million max per project for core CERB construction projects, and $2 million max per project for rural broadband construction projects. These increases are only available until June 30, 2019. The next construction application due dates are January 13 and March 16.

DHS FEMA fire prevention and safety grants
The Department of Homeland Security – Federal Emergency Management Agency announced a grant program to enhance the safety of the public and firefighters with respect to fire and fire-related hazards by assisting fire prevention programs and supporting firefighter health and safety research and development. Application deadline is December 21.

Washington voters approved I-940, changing the use-of-deadly-force standard for law enforcement officers
Washington State voters approved Initiative 940 (I-940), concerning law enforcement training and community enforcement, by a 19-point margin.

Representatives from Washington cities speak at the Public Records Task Force
Mayor of Buckley and AWC immediate past president Pat Johnson was featured in a Seattle Times editorial this month. Speaking at the Legislature's Public Records Task Force, Mayor Johnson explained that local governments deal with the impacts of the Public Records Act every day, adding, "But we believe the benefits of transparency outweigh the costs." AWC response to FCC franchise rule-making
The proposed rules would change the definition of franchise fees and limit franchise fee exclusions. These changes would decrease the amount of fees cable companies would pay in-lieu of other taxes and decrease public, educational, and government (PEG) channel capacity.
